In most all cases, time is of the essence.  Many IRS (as well as FTB and other state agencies) enforcement actions are subject to rights of appeal.  But those appeals are often limited to specific time frames.  For example, a collection due process (CDP) appeal must be filed within 30 days of the date of the notice of planned enforcement; otherwise, the IRS can proceed with enforced collection if the appeal is not timely filed.
